Jeffrey Lynn Black of 914 Kuhn Ave St in Hagerstown, Maryland attacked Officer Richard Cook at 39 E. Baltimore St. with a level 2 bio-hazardous agent when he knowingly deployed a HIV positive spitball that hit Officer Cook in the face. The jury only needed ten minutes to convict him of assault in the 2nd degree before a judge sentenced him to 5 years in state prison.
