Canadian David Simpson Identified as Abusive STD Report Author

A Canadian man named David Simpson has been identified as Hornyfucker89 on STDCarriers.com by a source confirmed to be a Canadian law enforcement official. The details of incidents allegedly involving Mr. Simpson are the subject of a Cyberbullying Report posted by STDCarriers.com to discourage abuse of the website. We want to send a message to anyone considering posting false accusations or using adult language so obscene that no reasonable website could be expected to tolerate such language even if the acts described could technically describe the transmission of sexually transmitted diseases (STDs). Normally we do not take down reports that are not proven to be false, but we chose to make an exception for one containing graphic adult language. This exception did not result in the release of user data because technically it was not proven false and did not contain pornography. We are considering possible changes to the Terms of Use (TOU) to make explanations or comments like the one at issue here a TOU violation. Mainly we just don't think that an explanation that contains such graphic depictions of sexual activity useful even if the depictions are just verbal. Such comments are so much more likely to be the work of a vindictive person that the likelihood of them being honest are quite small.

So, how do you describe a sexual relationship with a person as your reason for knowing that the person has a STD? Start by looking at Mr. Simpson's explanation for what not to say, "I f*cked this young lady really hard and she swallowd all of my c*m for hours. I just know because I gave it to her. The little sl*t loves an*l s*x." One might say that descriptions of sex acts a person likes could be useful is helping people figure out if the person described is someone they have been with, that is technically true, but the message can be conveyed without such graphic language if it is needed for identification purposes. This case included a picture of the subject, so describing the bedroom habits of a person has little to no identifying use when the report includes a picture of the person. So, one can conclude that if they have a picture then such details are not necessary absent some other factor that could make identification from the photo difficult. Now if the person uses disguises, has aged significantly since the photo, gained or lost significant weight, or suffered an injury scarring them beyond recognition the photo becomes useless. That still would not support Simpson's explanation for several reasons; First, Simpson's explanation is nothing but unnecessary graphic sexual language; Second, if Simpson considered such details necessary for a partner of that subject to realize that they may have been with the person using obscene language would not be needed to describe those traits. Third, including something like, "this person engages in high risk behaviors such as unprotected oral and anal sex" would be allowed if combined with additional useful information so that the report as a whole is useful. Describing sexual behavior must be done tactfully.

In the future we will look into amending the TOU so that activity like Mr. Simpson's will be a violation without also making the inclusion of useful information a violation. That can be tricky because so much of deciding if such information crosses the line relies on editorial opinion. We like to reserve TOU violations for conduct that can be proven ask black and white so to speak. We don't like to rely on determinations that could differ from person to person. A case like Simson's probably would not result in another person determining that it is useful and serving a purpose beyond humiliating a victim, so our policy will have to probably rely on a reasonable person standard. For instance it might read something like "you agree that a reasonable person standard applies to review of your work and not post anything that a reasonable person could believe to serve no useful purpose" or we might make you agree not to describe anything that would be porn if it were an image.

We also don't normally trust the word of law enforcement when it comes to identifying a person that they say administers a user account. It is entirely possible that this official made up the name David Simpson, but we don't know what reason if any the person would have for doing so. We do know that an individual was convicted of crimes in Canada for among other things photographing a woman in her bathroom and accused by police of authoring an obscene STD report on STDCarriers.com. That enough for us to feel comfortable saying that the name of this person probably is David Simpson. If that turns out not to be the case, then the blame for that would have to be placed on law enforcement. We do know that in Canada there is a tendency not to name people like Simpson to protect the victims of his crimes. We don't think that a reasonable officer would name someone in a case like Simpson's as a way to duck any future request from us for the name of the defendant. We think the officer would just tell us that they can't tell us that information rather than give a fake name.

Conclusion

If you abuse STDCarriers.com and we find out who you are then we will post everything we know about you online. People like David Simpson are the reason why the website it constantly attacked publicly for what should be a useful and potentially life-saving service. People always ask us what we can do to protect innocent people from finding their names smeared. We like to respond by passing that responsibility to the individual user because absent something that can only be false, we cannot support accusations against users by those accusing them of lying unless given proof of their lies. People like David Simpson abuse our support of free speech to turn what would otherwise be nothing but a potential life saver into the target of not just criticism but also a target of the government. If it were not for people like David Simpson we probably would not have been targeted by members of the U.S. Congress and FBI in 2012 for the purpose of finding some way to shut down what they admit to being a legal website.

Beware of Fake STD Test Websites

'Beware of websites offering free fake STD tests. You might think you can fool STDCarriers.com by using one of these free fake STD test websites and sending the fake results to us. We know how to spot these easily so don't even try it. You are just wasting your time.

We will not post the URLs of any of these. The way they work is that you fill out a fake online form that may even allow you to add the name of a doctor and even a lab logo. The most obvious reason that these do not fool us is because their template is always basically the same with the only changes being the fields that you can customize. After adding your information, the information of a medical facility, and the test results you want their script creates what looks like the results of a STD test.

These services are marketed as pranks for a reason. They will not fool anyone that knows how to spot them but they might fool a lay person into thinking that the report is genuine. That is because normal people are mostly stupid and we are not. So, if you think you can get a report removed from the STD Registry using one of those services you are just wasting your time and damaging your credibility in the process.

Also, if you think paying one will get you better results than the free ones that won't work either. You will just be ripping yourself off.'

STDCarriers.com Mail Server Hacked by Spammers

'If you received an email that said it was from "John Wagner" at STDCarriers.com it did not come from us. Spammers hacked the STDCarriers.com mail server and used it to send tens of thousands of emails with the subject line "Attention Funds Beneficiary" on September 18, 2019 and continued until the vulnerability was fixed on September 20, 2019. The attack immediately followed an announcement sent to registered members of the website on September 18th.

The timing of this attack leads us to believe that a member of a hacking group that had jacked the server in 2011 has an account with us and was most likely doing this to stop us from letting our members know that the site is back online. To their credit it worked. The site found itself on several anti-spam blacklists and is still blacklisted by some of the major email hosting providers including Microsoft and Google, so our sever cannot send email to addresses ending with Outlook.com, Hotmail.com, or Gmail.com. This not only keeps those people from finding out about the website. It also keeps people from sending messages to those members through the system and it keeps those members from being able to receive password reset emails. Time should correct this problem.

This problem was made possible due to a vulnerability in hMailServer that permits spoofed messages to be relayed if a box in hMailServer Administrator is not checked. Our administrator had never created a mail server using hMailServer before and did not know that not checking the box left the server vulnerable to this kind of thing. We apologize for this inconvenience but at the same time stress that hMailServer should do more to tell users that this could happen if that box is not checked.

'STDCarriers.com is back online following a long legal battle with the federal government. During that time the owner went to prison, fought lengthy appeals, and inspired imitators.

STD Carriers is and has always been perfectly legal so the courts could not interfere with the operation. That all changed temporarily when someone listed on the website began stalking the site’s owner. The site’s owner would have none of it and fought back. He sent a threatening email warning the person to stop. When that person refused to stop, he sent an email indicating his intent to inflict imminent bodily harm. All while drinking heavily. Unfortunately for him provocation is not a legal defense to making a threatening communication and the government was already trying to find some way to shut the site down. At that time, he also operated an identical service for exposing illegal aliens and a month before his arrest then Congressman Joe Crowley targeted the site on Martin Bashir Live.

This led then Assistant United States Attorney Sean Hoar to file an internet stalking indictment based on what he called the use of the internet to inflict substantial emotional distress on people in other states for the purpose of profit. Had Hoar been able to sustain the charge it could have served as a catalyst for charging other people for their speech based solely on claims of emotional distress made by those they speak about or those they allow others to speak about on their websites. Even though that charge was dismissed it brought the legality of the sites within the scope of the court’s scrutiny and under that scrutiny the conclusion was made that the websites were in fact legal. The site’s owner subsequently pled guilty to making a threatening communication in federal court and was banned from running any of his websites as a condition of supervision because even though they were legal, the court considered them related to the offense of conviction and the ban necessary to protect the public from future threats. That conclusion was based almost entirely on whether other people would be likely to provoke the owner in a similar fashion.

An appeal followed in which the Ninth Circuit Court of Appeals upheld the ban as reasonably related to the offense and necessary to protect the public based on similar logic. The Supreme Court of the United States refused to hear the case.

While the appeal was pending, the owner of STD Carriers was sent back to jail for violating a condition of supervision that required him to participate in computer monitoring. In that case he had spoken out online against probation and IPPC Technologies for forcing him to choose between letting them make his computer almost unusable and adhering to the condition. He was sentenced to six months in jail with 24 months of supervision. Right before sentencing his arm was broken by Multnomah County Sheriff’s Deputy Timothy Barker after throwing a hand full of chips at him and threatening to speak out against several staff members including Barker's wife online. Barker and other guards involved in the incident falsely accused him of throwing punches and kicks, so he was held on new charges that eventually resulted in a guilty plea for throwing the chips and the dismissal of more serious charges. Because Judge Hernandez seemed to inadvertently deprive the court of jurisdiction over a second charge of violating supervision and gave him a supervision term six months less than he could on the first violation, the term of supervision expired in August of 2019.

STD Carriers is now back online just as it appeared on June 24, 2012 when the site went down due to the owner being unable to pay the hosting company from jail. Fortunately, the site was hosted overseas, and all data was recovered without falling into government hands.'

Federal Judge Held That STDCarriers.com is Legal

'When the owner of STDCarriers.com was selectively prosecuted for sending a threatening email in 2012 the United States District Court for the District of Oregon held that this website is legal. Sending a threatening email to someone was not legal and the reason this site stayed offline was not due to it being illegal but due to the alleged relationship between the threatening email and the site.

As Judge Marco Hernandez would explain at a later hearing "I told him that it was not illegal at sentencing...My question is: Does it make people mad?" Hernandez then banned the owner from operating while on supervision saying that he thought more threats might be made if he made people mad and those people stalked or harassed him.

For a short period of time operating the website became illegal for one person. That time has passed this site remains legal.

In response to the actions of a deranged stalker Cyrus Sullivan set the record straight on his personal website by adding a new item to his list of misconceptions about himself. The new misconception is that he is wanted by the Portland Police for various crimes that never took place 2 years ago.

This recent escalation by the stalker comes after Sullivan appeared as a guest on the Anderson show and stirred up a hornet’s nest of mental instability called the internet. This delusional thinker believes that his or her stalking activities are capable of impacting site operations in a negative way which is impossible.

Cyrus Sullivan is not and never has been wanted by the police for anything. If he were wanted he would not have gone on national television knowing full well that people have been stalking him for quite some time.
